Summary: TransMONEE 2003 is the public-use version of the database from "Monitoring Public Policy and Social Conditions in Central and Eastern Europe," also known as the MONEE Project, at the UNICEF Innocenti Research Centre (IRC) in Florence, Italy.

This project has formed a part of the Economic and Social Policy Programme at IRC since 1992, when nine Central and Eastern European countries were involved. In 1997, the number increased to 27 participating countries in Central and Eastern Europe and the Commonwealth of Independent States. From 2004, the inclusion of Turkey will being the number of participating countries to 28. Between 1993 and 2001, the project produced eight Regional Monitoring Reports (in both English and Russian versions) that provided updates on welfare changes affecting families and children in the region as well as a special focus topic. These are:

  4. Children at Risk in Central and Eastern Europe: Perils and Promises, 1997

  7. Young People in Changing Societies, 2000
  8. A Decade of Transition, 2001

Starting in 2002, the Regional Monitoring Report was replaced by two new series. "Social Monitor 2002", the first in the new annual Innocenti Social Monitor series, was launched in September 2002, and "Social Monitor 2003" was launched in July 2003. The purpose of the Innocenti Social Monitor is to monitor overall socio-economic trends, particularly as they impact on children. The Innocenti Social Monitor is also published in English and Russian versions and builds on the analysis in the eight Regional Monitoring Reports. The second series, the Innocenti Social Report, offers in-depth analysis of a particular issue relevant to the rights and well-being of children in transition countries. The first report, on the theme of "Children and Disabilities", will be published in late 2003. Electronic editions of the three most recent Regional Monitoring Reports, the Innocenti Social Monitor, working papers and other publications associated with the MONEE project may be downloaded for free through the UNICEF IRC website (www.unicef.org/irc).

The 2003 version of the database contains 145 economic and social indicators divided into ten different topics (see Variable List by Topic). In some cases, absolute data are available in addition to calculated rates. Data generally covers the period 1989-2001/2.

Most data are collected directly from national statistical offices using a standardized template. Additional data are also obtained from other international organizations or are calculated by UNICEF IRC. Data may therefore not correspond to those in other UNICEF publications.
