Beginning with the second quarter release of the 2006 Inter-Corporate Ownership CD-ROM, the number of corporations that make up the hierarchy of structures will total approximately 40,000.

Every individual corporation that is part of a group of commonly controlled corporations with combined assets exceeding 10 million dollars or annual gross revenue exceeding 15 million dollars is required to file under the Corporations Returns Act. Further, any individual corporation not meeting the above criteria, but with value of equity or debt an obligation owing directly or indirectly to non-residents of Canada in excess of $200 thousand dollars, is required to file under the Act. Statistics Canada is in the process of revising these thresholds as follows: assets greater than 200 million dollars and/or annual gross revenue greater than 80 million dollars and/or foreign equity or foreign debt of at least one million dollars.

The number of corporations that will meet these new thresholds is approximately a third of the current number of corporations meeting the existing thresholds. This new reduced number of corporations will be consistent with the original population size targeted by the Act. In anticipation of these changes, the ICO will represent those corporations that will be required to report under the Corporations Returns Act in accordance with the new thresholds. Although the number of corporations will be significantly less than before, the corporate structures will remain complete and will be subject to regular updates and analysis to ensure their accuracy and relevance to the Corporations Returns Act program.
