July 1, 2000 OCUL/CREPUQ (Ontario College and University Libraries/Conference des recteurs et des principaux des universites du Quebec) Federation Memorandum of Agreement This memorandum is intended to communicate the terms of Ontario College and University Libraries/Conference des Recteurs et des Principaux des Universites du Quebec (OCUL/CREPUQ) federated membership in the Inter-university Consortium for Political and Social Research (ICPSR). Sixteen (16) institutions are participating in the federated membership: Carleton University University of Guelph Laval University McGill University McMaster University University of Moncton University of Montreal University of Ottawa Queen's University Ryerson Polytechnic University University of Toronto University of Waterloo University of Western Ontario Wilfrid Laurier University University of Windsor York University In return for an annual membership fee (discussed below) faculty and students at these institutions will be entitled to access to ICPSR resources and programs under the arrangements indicated below: I. Data Resources A. Distribution of Data Resources. All ICPSR data resources will be available to faculty and students at the participating institutions under the same terms as to faculty and students located at individual institutional affiliates of ICPSR. It is recognized, however, that centralization of distribution is necessary in order to avoid redundant data requests and to facilitate the economies that make the present arrangement feasible. To these ends it is understood that the University of Toronto will serve as the central distribution point for the federated affiliation. Requests for data services will be transmitted by representatives at the participating institutions to University of Toronto for retransmission to ICPSR. The requested data will then be supplied to University of Toronto for dissemination to the requesting institution. It is also understood that to the degree possible, University of Toronto will maintain copies of all requested data files for subsequent distribution to the participating institutions, and the participating institutions will share data resources previously acquired from the ICPSR. Individual campus representatives as well as individuals located at the participating institutions will, however, not only be permitted but encouraged to communicate directly with the ICPSR staff in matters related to data reliability, adequacy of documentation, special data requests, difficulties in the use of data and related services and the like. Nothing in the present agreement is to be taken as precluding such contacts. To assure those contacts, a representative (hereinafter `the Representative') will be designated at each participating institution and his/her name forwarded to ICPSR in order to allow receipt of appropriate membership materials. B. Documentation. Whenever documentation is available in hard copy only, the University of Toronto will receive two copies. Additional copies of documentation will be provided at cost. However, University of Toronto is entitled to duplicate in any form all documentation for further distribution within the federated membership. C. CD-ROMs. Each participating institution will receive at least one copy of all CD-ROMs produced by the ICPSR as vehicles for disseminating data. D. Adding of members. Nothing in the proposed arrangement shall preclude the addition of the other institutions within the region consisting of Ontario, Quebec, and/or the Atlantic provinces of Canada to the federation, subject to mutually satisfactory negotiations between the participating institutions and ICPSR and subject to mutually satisfactory amendment of the terms of the proposed agreement. II. Educational Activities A. Faculty and graduate students at the participating institutions will be entitled to participate in the annual ICPSR Summer Training Program under the same terms as faculty and graduate students at individual institutional affiliates of equivalent membership categories. Eligibility for ICPSR financial support for participation will be equivalent to that provided for five (5) individual institutional affiliates of equivalent membership categories. Selection of participants and disbursement of funds will be in accord with procedures established by the participating institutions. If the number of participating institutions in the federation changes, this number will be adjusted accordingly. B. Faculty and graduate students from the participating institutions will also be eligible for participation in any special workshops or conferences organized under the auspices of ICPSR on the same terms as individual institutional affiliates. Nothing in the proposed agreement will preclude participation of ICPSR at the invitation of the affiliated institutions, in special conferences, workshops, or other programs organized by the federation and in which ICPSR's cooperation and participation may appear mutually beneficial. III. Computer Assistance The participating institutions will be entitled to the same ICPSR computer assistance services as individual institutional affiliates. Computer software distribution by ICPSR will be available to these institutions under normal member arrangements. IV. Participation in ICPSR Governance Individuals from the participating institutions will be eligible for election and/or appointment to the ICPSR Council, advisory and other committees on the same terms as their counterparts at other ICPSR member institutions. The participating institutions will also be entitled to designate six (6) participants for all meetings of ICPSR Official Representatives at the same level of individual travel support as provided by ICPSR to Representatives of individual institutional affiliates. Selection of individuals to participate in the meetings of ICPSR Official Representatives will be in accord with procedures established by the participating institutions. If the number of participating institutions in the federation changes, this number would be adjusted accordingly. V. Membership Period This membership arrangement will remain in force for a period of three years from July 1, 2000 through June 30, 2003. Notification of a decision by either party to terminate this agreement at the end of the three-year period shall be provided no later than June 30, 2002. VI. Membership Fees The fee for the OCUL/CREPUQ federation for FY00 is $70,065.60 payable in U.S. dollars. This represents a 20% discount from the amount charged to a federation of U.S. institutions. This fee assumes a federation of twelve (12) class A institutions and four (4) class B institutions. Should the number and/or class of the participating institutions change, these fees would be adjusted. The University of Toronto will promptly notify ICPSR of any changes in the members of the Federation or of changes in the category of membership of any institution. A single invoice for the total federation fee will be sent to the University of Toronto on or about July 1 of each fiscal year.
