We tell our clients that this concordance can be derived from one of our other products, the Customs Tariff x NAICS concordance. This is possible since the Customs Tariff codes are based upon the Harmonized System Codes (HS). The first six digits of the Customs Tariff code are equivalent to the HS code. Therefore, by simply truncating the CT code to 6 digits, this will give the HS to NAICS. This may create a file with duplicate entries so an extraction of unique records may be desirable. The Customs Tariff file includes all codes since the year 1988, (over 40,000 records in total). The HS began in 1988 and underwent major revisions in 1996, 2002 and 2007. Therefore extracting Customs Tariff records truncated to 6-digits, for the appropriate time periods would give concordances for HS 1988, HS 1996, HS 2002 or HS 2007 to NAICS. Instructions on extraction of a specific year: The fields in the Customs Tariff x NAICS concordance are: CT start - first year for which the CT code is effective end - last for which the CT code is effective NAICS To extract CT Codes effective the year 2002, filter field "start" for "<200301" and field "end" for ">200112". Truncation of the CT codes to 6 digits would then give codes which are equivalent to the HS 2002 codes. Note: The Customs Tariff codes effective for the year 2007 have not yet been included in the concordance. It will be disseminated in the near future. If useful, we could provide another column in this concordance showing the HS6 code, although this should be quite easy for anyone to do. There would still be a problem of duplicate records at the HS 6-digit level." I told the Standards Division that we would appreciate having the extra column showing the HS6 code in the next version of the CT to NAICS concordance they send us.
